You would think beating a team, regardless how bad, by 30+ points would help your ranking. There probably is no perfect ranking system. In the end it doesn't matter, except perhaps for NCAA seeding. Beating Army did help, but only by a small amount. Note that the changes that are displayed above are ones from a week earlier – so it incorporates both the Loyola loss and the Army win. After losing to Loyola, I believe the Bucknell ranking was 97. Then it improved a bit after beating Army but not nearly back to where it had been a week or 10 days earlier.
