Looks like this is the final standings. Bison take 9th seed on the tiebreaker. Will play at LC on Tuesday.

Find it a bit interesting that Navy could potentially play the worse team as the #2 Seed in their first game than #1 Colgate. Would have preferred someone else beat Colgate; however, we were up 27-14 on Colgate in Hamilton a few weeks ago.
Note: We lost the 1st half of that game by 3

The Bison actually led Colgate 27–11 before Colgate ran off 12 consecutive points, followed by an 18-2 run a few minutes later.
As for the tournament structure, I too would like to see them re-seed after the play-in games. There is no big logistical reason to prevent them from doing that.

Pomeroy gives the following probabilities for each PL team to win the PLT:
Colgate 54.8%
Navy . 26.9%
Boston U 10.5%
Army WP 2.5%
Loyola 2.4%
Lehigh 2.1%
Lafayette 0.5%
American 0.1%
Bucknell 0.1%
Holy Cross 0.06%

That means the Bison have one chance in 1000 to win it. "So you're telling me there's a chance!" Sad to say, those odds sound optimistic to me.
